Surfactants to prevent rust from Low PH pre-soaks?

I had a chemical rep tell me that the surfactants in their product prevent the corrosion of equipment. I wanted to hear if anyone has some insights or has heard this before. I have never ever seen a low-PH pre-soak not cause some sort of corrosion over time on steel components.
 
We sell and manufacture chemicals and we think it's impossible. Everything is corrosive over time. Acids are generally more corrosive. The only way a surfactant would help with it being less corrosive is if the surfactant changed the pH in the mixture. Then your low pH pre-soak wouldn't work as well because it wouldn't be low pH any more.
