The Death Knell! Population 5300!!

Maybe it’s because it’s a picture of a picture but I’ve not seen a ground up tunnel wash built with such a plain look in many years. Is it brown?
 
If this is a new one the guy will have over 3M in it, not counting land. He could be just fishing. Why not just call him? Does he have a contract or permits?
 
Tunnels going up all over. A newly built tunnel in a population of 7,200...on the site that had 3 newer IBAs (5 y/o) on the lot and torn down lickety split. Two other washes still exist in town and still doing their numbers (both with 2 IBAs each and a couple SS).
