voltage drop in 24v system

I hope someone can help
I have a SS bay using 8 pos double stack switch with dixmor timer. I have HP soap, wax and rinse when on HP soap or wax I get a voltage drop to 16 or 17 volts however on the rinse positions everything operates normally. the voltage drop causes the relay to chatter and eventually burn out. Any ideas where i can start for problem solving. I put in a new rotary switch swapped timers put in new transformer no help.

Is there a solenoid that both the soap and wax use but the rinse doesn’t? For example, they open a hot water solenoid but the rinse is cold.
What brand of equipment is this?
 
my thinking is there is contact between the wax and soap valve activation wires but I checked wires individually and they ring out good

I’d think that would cause a dead short. I think there is another solenoid, relay etc that both functions share.
Are all of your HP functions cold water, all hot or mixed?
 
I have a solenoid that rinse wax and soap share in the bay box though i dont understand the purpose since its 24v activating a 24v conection
 
it’s time to start the process of elimination. Double check that all conductors are free of corrosion and have good contact at the terminal blocks. Then, disconnect the soap solenoid and check voltage drop, then do the same for wax solenoid, motor contactor etc. You’ll find it eventually
 
I'll bet you've got a bad soleniod. Start by disconnecting each soleniod and check for the voltage drop as you disconnect the solenoids.
