If the nail is breaking off before it drives in, the hole is too small. Masonry bits aren't precise and different brands will cut a different size hole - they can even vary within a brand if the carbide tip isn't perfectly centered. Also the tip will wear down and the holes will be undersized.
Test the unloader first by reducing the pressure as I mentioned above before you start throwing expensive parts at it. If you don't see pressure loss at the lower pressure after adjusting the 1500 PSI down, the unloader is fine.
That's the unloader. Your pump is only rated to 1200. If you adjust it down so it's running 1000 where it's currently at 1500 and the undercarriage drops below 1000, the unloader is probably bad. For LP rinse, I'm guessing there's a solenoid and another regulator or unloader to reduce the...
You can prevent "drama" by being transparent about your "advice." Your "friends" have created this same issue by doing the exact same thing. I wouldn't be surprised if they called you in here to create the same issues, since you're behaving exactly the way they did. If you think I'm being so...
You're making recommendations on how someone someone spends a quarter million dollars on a piece of equipment, and you aren't being forthcoming on the basis of this recommendation. That's disrespectful to the person who asked for advice, so I pointed out who you are purely for the OP. If...

Sounds like a voltage issue. Try starting the vac while testing the voltage levels, both the 120V and the 24V from the transformer. If that doesn't reveal anything, I'd recommend swapping the timer to a different unit to see if the problem follows.
That pump is severely oversized. How many membranes are on the system? Probably two? You don't need more than a 1-1/2 hp multistage pump which you can get in stainless for under $1000.

There are still a lot of Laser 4000s out there, so the parts should be available for some time. There are certainly plenty of used machines you could buy for parts too. I used to drive by a distributor that had about an acre of old units out in a field stacked three high.
I'm almost positive it's 1/2". I usually put 3/8" full flow (high quality Watts brand from Home Depot) ball valves on them, and IIRC I use a 1/2" street el, then a 1/2" to 3/8" reducer nipple to the valve. I'll try to look at one I have access to tomorrow where I know I replaced several broken...
