    Mine does not. I use LP on two presoak passes to coat the car with presoak and leave it on the car for the time necessary. I have never seen a wash that uses HP for presoak. I have seen ones that use HP for a soap pass.

    Most commercial oil-dry will also pull it out of the concrete. Get some of that sand like oil absorb and put it over the oily spots and stand on it. Grind it in with your shoes. Keep doing it. It will actually pull the oil out of the concrete.
