    If you are using a pump to apply water with cleaning solutions to the cloth or foam I would not do it by pulsing the pump. It would have to be a solenoid that opens and closes.

    Not usre what a "MAgnetic Switch" is but my guess is a stuck solenoid valve. Can you kill power to the valve? If so and it stays open it's stuck. Depending on the type of valve you may be able to take it apart and find some dirt in it. Otherwise replace.
