Check your top brush mac valve. When it has to go down so low, it probably doesn't have enough air to go all the way back up. I've had it happen to me in the past. Easy fix.

I have the same setup and that look like the low water relay. Mine are labeled, makes it easier. They are in the same location though, so has to be a float valve issue if there is water in the tank. I did have my first float valve failure ever just last month. It was in my triple foam though...
