That weep solenoid is normally open. It closes whenever a bay is running to keep the weep from diluting the low pressure functions. You can unhook it, but you can't disable it in the summer.

Can you hear if it's filling properly? I've had a small piece of paper get hung in the sensor eye just right to cause erratic counting. You'll have to test it a bunch of times and listen to see if it's counting properly into the escrow buckets. It's unlikely that some coins are getting stuck...

What is it you think needs fixed? Assuming this is a softener with a single head on two tanks, it's doing what it's supposed to. It's possible that the restrictor has failed and it's dumping too much water during the backflush cycle, but it does flow a lot of water during that.
