    I think therein lies the key. Subsidies vary widely by City / County/ Sate. The ROI rarely makes sense without subsidies unless you are a tree hugger placing great value on a warm fuzzy feeling. (Not that there is anything wrong with that. )

    Have had washes with one set of wraps and when economics permitted a second set was added. If room does not permit a slower line speed may compensate somewhat. I call this the "Time on target" factor.

    I have been doing mine as the lights fail. The savings isn't that great. (Especially because i am typically replacing entire fixtures at $450 each) Perhaps 4 plus year payback so I don't feel like it's that big an incentive.
