With Foaming products sometimes less is more. Are you using needle valves at the solenoids? If not try turning pump PSI down to 30 and air to 10 psi. To make sure it's not the product squirt some liquid dish soap into the mix tank and see if that foams better.

FWIW (Not Much) I would stat our by buying one 72Watt and one 144 Watt and play around with them before deciding what else to buy. That's what I did with the Tunnel Lights. Bought and installed one 150 Watt, left it in place for a couple months then bought the rest.

Simplest test woud be to swap readers with another bay and see what happens.

FWIW I think that 150W MH is inadequate for most uses. I would think you would need the equivelency of at least double that.

A lot if you can charge extra for it. If not they cost more to operate and maintain and require heavier duty wiring and breakers.
